The 'Sistas' easily dispatched both South Africa, 52-0, and hosts USA 57-0, but a late Portia Woodman try was needed to overcome a spirited Russian side 17-12.
Sean Horan's team is now unbeaten in 27 straight World Rugby Women's Sevens Series matches.
In the other groups, Australia and England both romped through to the quarter-finals unbeaten, and will be joined by Brazil, Canada, France, USA and Russia.
New Zealand play Brazil in the Cup quarters.
