The scores were locked at 1-1 after full-time and extra-time, with both goalkeepers making saves in the shootout before German stopper Manuel Neuer saved a second penalty and left back Jonas Hector scored the match-winner.
It's the first time Germany have beaten Italy in a competitive match at a major tournament.
They go on to play either hosts France or Iceland in the semi-finals.
