Leg-spinner Danish Kaneria wants the Pakistan Cricket Board to explain why he was not cleared to play at next month's World Cup.
His lawyer Steven Haurigan says "The PCB has turned down our request for a meeting and it is a frustrating situation for Danish. We just want the situation to be clear about Danish but if the PCB does not respond to us then we cannot rule out the option of a legal recourse."
Kaneria had played for Essex for five years but the English county terminated his contract last season after he came under investigation in a spot-fixing case involving a Pro-40 match.
The Essex police later cleared Kaneria, who submitted letters to the PCB from the International Cricket Council and Essex to prove he was not under investigation.
The 30-year-old Kaneria, who has taken 261 wickets in 61 tests, was initially selected by Pakistan for November's test series against South Africa but was later refused clearance by the board to join the squad in Dubai.
