The driver of the train which crashed into a concrete barrier at Lower Hutt's Melling station in May was found to have the active ingredient for cannabis in his system, Radio New Zealand reports.
The Transport Accident Investigation Commission released its interim report into the crash this morning.
Passengers were told by the driver that the train's brakes had failed and should prepare for impact.
Two people sustained minor injuries in the collision.
Commission deputy chief commissioner Helen Cull said the finding of cannabis in the driver’s system was consistent with him smoking a cannabis cigarette two to three days earlier.
Cull said it was yet to be determined whether the driver was impaired by the cannabis use.
