At least 18 people are confirmed dead and one missing as Cyclone Koppu batters the northern Philippines for the third day.
The national emergency council said the causes of death included fallen trees, electrocution, a collapsed wall, drowning and landslides.
Seven provinces had declared a state of emergency in order to access calamity state funds.
About 500,000 people were affected by the floods and landslides. A storm in the north-east had prevented a major delivery of relief supplies.
Winds of 80kmh were forecast to linger until the weekend.
