After indecisive election results, the president of the the Cook Islands' Democratic Party, Tina Browne, is expected back on Rarotonga tomorrow to try to forge a new government.
Going into the poll, Ms Browne had been touted by the party as the potential new prime minister but she lost her Rakahanga seat to Cook Islands Party candidate, Toka Hagai.
The preliminary count shows the Democrats won the largest number of seats with 11, to the 10 of the Cook Islands Party.
There are two independents and one seat taken by a One Cook Islands candidate.
Our correspondent in Rarotonga said the Democratic Party was expected to begin discussions with the independent candidates to try and form a majority in the 24 member house.
