Legislation to update local government is making its way through parliament and the declared aim is to provide greater clarity about councils’ role.
The Government wants councils to pare back their spending on social, economic, cultural and environmental well-being and instead stick to what are called core services.
It's also asking councils to rethink the way they are organised and suggests mergers to create bigger authorities and keep costs down.
