Oranga Tamariki's chief executive, Grainne Moss, has admitted structural racism within the agency has resulted in adverse effects for tamariki Māori.
That's part of the submission she will make to the Waitangi Tribunal today, over the Ministry's disproportionate taking of Māori babies from their whānau.
It's the fifth inquiry into the Crown agency since it came under intense scrutiny last year for trying to take a week old baby from a Hawke's Bay mother.
And it comes as pressure mounts on Grainne Moss to leave her post.
