A Christchurch landlord has been ordered to pay nearly $40,000 by the Tenancy Tribunal, due to multiple rule breaches, including substandard housing conditions which contributed to a child developing rheumatic heart disease.
The landlords shifted to Australia without appointing a local agent to oversee the property which did not comply with insulation or smoke alarm requirements.
Some rooms were so damp and mouldy, the tenants couldn't use them at all.
