No censure for quarry managers who fail crucial exam

Quarry managers who've failed a crucial exam are still running quarries five weeks on from a deadline imposed in the wake of the Pike River mine disaster. As  Phil Pennington reports the industry says that doesn't make the quarries unsafe, but the main union says it's another failing.
