Covid-19: when should lockdowns be used?

There's been some consternation after the World Health Organisation advised against the use of lockdowns as the primary method of controlling Covid-19.

WHO Officials have added that lockdowns in rich countries might be responsible for millions of people being plunged into poverty in the developing world.

But does any of this apply to New Zealand?
