A Wellington lawyer specialising in privacy issues says security guards taking photos of children appears to be an intimidation tactic.
The private security company Cityguard has admitted its staff on patrol photograph children they suspect may be doing something wrong - even skateboarding.
Amanda Hill says the practice seems unethical, and worries those most likely to be photographed are Māori or Pacific children.
She spoke to Susie Ferguson.
