Proposed law changes aim to remove the handbrake on the slow management of national parks and conservation land.
The Department of Conservation manages more than 4600 active concessions and receives roughly 1000 applications a year from tourism operators, farmers and others.
The proposed changes are part of a conservation law reform roadmap first announced in December last year.
