The mayor of Lower Hutt fears some services will never resume at Hutt Hospital once a major building is out of action.
The latest assessment shows the Heretaunga Block is earthquake prone. Patients and services will be moved out of the block as a result.
Mayor Campbell Barry says he needs a commitment all services will return once remediation work is complete.
