The Chief Victims Advisor says too much weight is being placed on the rehabilitation of offenders within the justice system.
This in the wake of the nine-month home detention sentence handed down to teen rapist Jayden Meyer - a decision High Court justice Sally Fitzgerald said was "manifestly inadequate".
Judge Fitzgerald gave a scathing review of the crown's handling of the case, saying the sentencing lacked transparency, and suggesting the sentencing should have started at around three-years prison, or possibly higher.
Dr Kim McGregor says the case will be on the mind of any rape survivors thinking of laying complaints.
