The Grand Ethiopian Renaissance Dam (GERD) under construction, near Guba in Ethiopia. - Ethiopia has started the second phase of filling a controversial mega-dam on the upper Nile River, Egypt said, raising tensions ahead of an upcoming UN Security Council on the issue.
