Do Auckland's proposals for managing cats go far enough?

Auckland Council is reviewing its Pest Management Strategy, including a period of public consultation, which has just closed. One of the sticky issues, as regards cats, is the lack of a clear demarcation of what is a 'pest cat' and what is someone's 'pet cat'.
