Christchurch Mayor Bob Parker has recommended changes to the city's draft annual plan that could push up a proposed rates rise from 7.5% to 7.63%.
Mr Parker's proposals include the rebuild or repair of 10 facilities at a cost of more than $800 million.
He recommends the council approve a new convention centre and suggesting the existing town hall auditorium be kept, but with new facilities built around it.
A proposed uncovered sports stadium would cost just over $240 million.
Other proposed changes include small-cost repairs to the Akaroa wharf, cordon management and assistance in getting city trams running.
The recommendations will be considered next week.
