A survey has found the number of people in Christchurch happy with their quality of life has dropped by almost 20% since the earthquakes.
Just 77% of those surveyed say their quality of life is good, compared with 95 percent in 2010.
The survey found dangerous driving and graffiti cause the most concern, as well as drugs and alcohol.
Mayor Bob Parker said the council is addressing the issues. He said it is creating a local alcohol policy, tackling graffiti and a suburban centres programme is supporting the rebuild of community facilities.
