A property manager for the former Pyne Gould building in Christchurch did not organise a full engineering assessment after the September 2010 earthquake, despite knowing about a LIM report stating the building was vulnerable to quakes.
It collapsed during the February earthquake, killing 18 people.
Harcourts property manager Howard Buchanan has told the Canterbury Earthquakes Royal Commission that other inspections by structural engineers showed the building had suffered damage of less than 1% in September.
Mr Buchanan said that if engineers had ever raised concerns about the building's structural integrity, a full report would have been done.
