The Taxi Federation wants more done to ensure taxi operators have working cameras in their vehicles.
Police have prosecuted three taxi firms for non-compliance.
Figures obtained by Radio New Zealand show 11 infringements have been given to non-complying organisations since it became mandatory for taxis in main centres to have security cameras nearly three years ago
Federation executive director Roger Heale said taxis without cameras risk driver and passenger safety. "First of all, they're not undertaking their duties correctly."
Mr Heale said non-compliant companies hold an unfair advantage because they do not pay for installing and maintaining the cameras.
