The increasing number of dog attacks is a concern and must be addressed, the New Zealand Veterinary Association (NZVA) says.
It said ACC data showed about 12,500 claims are made for dog bites each year and the number was steadily rising.
NZVA Companion Animal Society president Cath Watson said the rate of attacks was unacceptable and a threat to community safety.
She said dog owners were not fulfilling their responsibility to ensure their dogs were not a threat, and were socialised and trained properly as puppies.
Dr Watson said basic actions, like daily exercise, could improve a dog's mood and demeanor.
