The Christchurch City Council will vote this week on setting up a council-controlled company to manage investment in some of the city's rebuild projects.
Known as Development Christchurch, the company's first job would be to work with the community in New Brighton on how to attract private-sector investment to build a saltwater pool on council-owned land.
The Mayor, Lianne Dalziel, sadid the company would be capable of moving faster than the council, but would be required to work collaboratively with the local community.
Ms Dalziel said the company could also help find investors for the land on which the old convention centre used to sit, and for car-parking buildings in the city.
