In Papua New Guinea the national Government has been channelling funds to District Development Authorities to cover basic health, education and infrastructure services.

The 96 DDAs get 20 million kina each annually for this purpose, but the watchdog group Act Now! says most have failed to show how, or if, the money is being spent.

Act Now's Eddie Tanago Paine told RNZ Pacific's Don Wiseman that these 96 DDAs are all required to file Five Year Plans and have their spending audited.
